Bid Manager (Statutory Commissioning)
35 hours per week (28 hours can be considered)
Salary: Nationwide: £42,450; London (and surrounding counties): £46,185
Working pattern: office-based hybrid, up to 8 days a month (London, Moorgate) or Great Britain home-based hybrid, with regular travel to London

About Us
Founded in 1997, GamCare is a leading provider of information, advice and support for anyone affected by gambling harms. We run the National Gambling Helpline, deliver free treatment services across multiple regions in Great Britain, and raise awareness through a range of prevention programmes.
The Role
This is an exciting new opportunity to join GamCare as our Bid Manager. You will write and manage compelling bids and tenders to secure funding for our services through statutory commissioning, leading the end-to-end process, strengthening our bid systems and content, and engaging colleagues across GamCare to help bring each bid to life.
GamCare's core services (Helpline, treatment and prevention) are now funded through statutory commissioners. We need to retain these services when they are re-commissioned, while also identifying and developing new opportunities to increase our reach and income. You will strengthen our systems, processes and workflows, building on the foundations already in place. This is a hands-on role with real ownership, and genuine scope to shape and grow this important function.
About You
You will bring proven experience as a bid writer and manager, ideally with success in competitive tenders within statutory health or social care. A persuasive writer and effective project manager, you will be organised, with the ability to manage your own workload, and skilled at engaging commissioners and colleagues. You will also bring a commercial, growth-focused mindset and the drive to shape a developing function.
Key Responsibilities
- Technical writing: Write high-quality, persuasive and compliant tender responses, method statements and business cases.
- Win themes: Develop and embed clear unique selling points throughout proposals as consistent win themes.
- Pipeline management: Research, identify and qualify relevant tender opportunities through common procurement portals.
- Bid/no-bid decisions: Lead opportunity discussions, assessing feasibility, risk and strategic fit.
- Bid management and coordination: Manage the full bid lifecycle as the main point of contact, ensuring deadlines, procurement rules and governance requirements are met.
- Subject matter experts: Work with relevant colleagues to gather the technical input needed for bid development.
- Financial modelling: Work with Finance and service leads to develop competitive, value-for-money pricing strategies.
